If your computer boots into a black screen with a pointer, but you can't boot into safe mode, it may indicate a serious problem with your computer's hardware or operating system. Here are some tips to help you troubleshoot the issue:

Check your hardware. Ensure that all hardware components are properly connected and seated in their respective ports. Remove any external hardware components such as USB devices, printers, or cameras to eliminate any possible conflicts.

Check your display settings. Press the Windows key + P to bring up the display options. Select "Duplicate" or "Extend" to see if that fixes the issue.

Try accessing the Advanced Boot Options menu. Restart your computer and continuously press the F8 key until the Advanced Boot Options menu appears. From here, you can select "Repair your computer" to access advanced recovery options.

Perform a System Restore. If your computer was working fine before, try performing a System Restore to restore your computer to a previous state when it was working correctly.

Try using the Windows Installation Media. Use the Windows Installation Media to access the Windows Recovery Environment (WinRE). From here, you can try repairing startup issues or restoring your computer to a previous state.

Run a virus scan. Malware or viruses can cause a black screen issue. Run a full virus scan to check for any infections.
