Help: Computer Boots Into black screen with pointer, but can't boot into safe mode

Hello, 

   My Windows 10 boots into black screen with only the mouse cursor. I can't use any keys on key board and when I move the mouse around a spinning icon appears. I have tried everything I can't find on the internet. Please help : ( Thank You

Perform a System Restore. If your computer was working fine before, try performing a System Restore to restore your computer to a previous state when it was working correctly.

Try using the Windows Installation Media. Use the Windows Installation Media to access the Windows Recovery Environment (WinRE). From here, you can try repairing startup issues or restoring your computer to a previous state.

Run a virus scan. Malware or viruses can cause a black screen issue. Run a full virus scan to check for any infections.
