What app can I get to share as sharing does not work and how can I adjust the appearance?

Well, as Microsoft said in its announcement of Spartan:

"It’s important to note we’ll have more features and many improvements coming to Project Spartan before we make it broadly available. This preview is NOT a polished, ready-for-everyone release."

That being said, as I've been testing it, you need to create a "Web Note" and then you can share that. So after you annotate the page, click the share button at the upper right corner of the toolbar. Then you will get a screen similar to the screenshot below. That should give you an idea of the apps and social networks you can share it with.

As for customization, are you talking about the look of the entire browser? If so, there really isn't anything you can do right now. This is just the first release, and I am sure more will come in the future.

A Background is behind that page, correct?

And when I attemptg the web note process I get a notification that states "something went wrong"

The background is part of the page. You can change your desktop wallpaper but not the background on a webpage.
