How do I get administrator permission?

I have used Windows 10 before, bit I now have a new computer and Windows 10 is presenting some NEW aggravations. 

I used MS Paint to update a graphic.  Then when I went to save it , I got the usual "You don't have administrator permission, etc."  The only way I could exit MS Paint was NOT saving the changes I just made.  Then, when I used Windows Explorer to open the file, the graphic does NOT look like the typical graphics (thumbnails of the graphics).  When I do click on the file I get a half-size black screen with the message "It looks like you don't have permission to view this file.  Check the permissions and try again."  When I do try to change the permission, I am not able to do so.  This is really aggravating.

Any help would be appreciated.

Where on the local drive are you trying to save files when you get this error message?

Does it happen when you try to save to a different location?

Did you try creating a new user account to see if the problem persists?

Click Start > Settings > Accounts > Family & other people > Add someone else to this PC

Check if the problem persists. If it does, then I would recommend you perform a reset.
