Not with the free upgrade, you will need to purchase a full version Windows 10 license. Download Windows 10 then create a bootable copy, then perform a custom install by booting from the install media then choose the partition during setup.

Step 1: Download ISO:

Step 2: Create a bootable copy

Step 3: Boot from the ISO file then select the partition.
