Cannot access "settings" in Windows 10.

Going from Windows 7 to 10. Install went fairly well but when I click on the settings icon, the settings screen flashes and disappears. Is this something to do with default program or ??

Make sure you download the latest cumulative update, it might fix that issue.

Also, try to open Settings via Cortana. Try typing: settings it into the search box first, and hit Enter.

Or see if Cortana can launch it by voice. To enable it, open Cortana and go to Notebook > Settings and then turn on the Hey Cortana feature:

After that just say Hey Cortana, launch settings and it should open.
