Brand new laptop freezes

I just purchased a new hp laptop and have gone through the setup process and ran windows update.  I have not downloaded or installed any software or apps.  The computer freezes when browsing the internet, sites include nasdaq, sec.gov, google web search, and tdameritrade.com.  when restarting the screen gets stuck on the blue restarting screen and will not restart even after waiting more than 60 minutes had to hard restart holding power button.  The only setting that has been changed was the touch pad scrolling direction.

 

Hp laptop 15-bs224

64 bit os - windows 10

4gb Ram

Purchased brand new less than 24 hours before this posting.

 

Any fix ideas?
