Update to 1709 from 1511 not working

Well, surprise, surprise.  I tried updating again and it worked this time. I have 1709. I had tried last night and today and it had not worked. But this time it cooperated and installed 1709.  I didn't do anything different. I don't know why it took so many times.  But then it is Windows.
