Task Bar Icon Title Bubbles

I am running Windows 10 Pro 64-Bit. The title bubbles for most icons located on the Task Bar are displayed above the icon and the Task Bar; however, the title bubbles for the Search Windows, Task View, and Action Center icons are displayed on top of the icon, covering the icon and making it difficult to select the icon. Most times the title bubble will flicker on and off, but after wiggling the pointer for a couple of seconds, the flickering will stop and I can finally select the icon. This problem only happens with the Search Windows, Task View, and Action Center icons. Is there a way to change the title bubble display locations for the Search Windows, Task View, and Action Center icons so their title bubbles are displayed the same way as other icons?
