config.nt system file does not support running MS-DOS application after W10 1903 update.

We're unable to run a 16bit program that was running prior to the Windows-10 1903 update this morning.     The message being displayed is:   ("config.nt.  The system file is not suitable for running MS-DOS and Microsoft Windows applications.   Choose "close" to terminate the application. )    We're running a 32bit version of Windows 10 Home, after the update it's Version 1903, build 18362.476.   Once again, it was running prior to the update.  NTVDM is enabled and the compatibility troubleshooter is of no help.
